Ballard Green - An Independent Living Environment

Ballard Green opened in 1979 as the first development of RHA with forty independent living residences for seniors (or disabled of any age) located in a beautiful park-like setting on Gilbert Street and in 1982 twenty additional units were completed.  Three more apartment were added in 1983 when the Authority renovated the Ballard Carriage Barn, donated by the Town.  Also donated by the town were two units of moderate-income at 21 Gilbert Street in 1986 and a family unit house at 27 Gilbert Street in 1996. Prospect Ridge Congregate
Prospect RidgeCongregate is a senior facility of thirty-four one-bedroom apartments opened in 1992.  The Congregate provides twenty-four hour supervision in case of emergency, housekeeping services, and a common dining room offering one meal a day. Units are approximately 450sq ft.  They are one bedroom, full bath, living room with a kitchen area that includes a stove, refrigerator, sink and cabinets.  Rents and Service fees are determined by income and out of pocket medical expenses.  Recertification is done annually to determine amounts charged.

Eligibility requirements for Prospect Ridge Congregate are:
 *Must be 62 years of age or older.
 *Must have income below 80% of Area Median Income, for the current year this is income below $51,600 for one person or $58,950 for two people.
 *Must have need for assistance with one of the services offered above.

Prospect Ridge Affordable and Moderate
Reflecting the Town's commitment to provide reasonably priced family housing, the Authority opened twenty one, two and three bedfroom family
apartments at Propect Ridge in 1992.

The Authority provides the above housing under the Congregate, Elderly, Affordable and Moderate programs.  Eligibility requirements vary by program and are based upon criteria mandated by the State of Connecticut, Department of Economic and Community Development (DECD), and the Connecticut Housing Finance Authority (CHFA), but all include income, family size, age, and other factors.

The wait list for these units is CLOSED.  Affordable and Moderate units at Prospect Ridge are NOT accepting applications at this time.  Notice will be made when it re-opens.


Prospect Ridge Meadows
As featured on our home page, Propect Ridge Meadows offers two and three bedroom units and was completed in January 2008.  Prospect Ridge Meadows offers 2 and 3 bedroom family style units.  There are 5 units per building.  They are set on the campus with the Congregate as well as Moderate and Affordable units.  The campus is a lovely country setting set close to the local elementary school.  We are within walking distance of the Boys and Girls Club of Ridgefield.  

Rents for Prospect Ridge Meadows are lower than market but are fixed at either $950.00- $1,000.00 for a 2 bedroom or $1,050.00 for a 3 bedroom.  There are NO subsidies for these units.  Nothing is included in the rent.  Income Limits apply to this property.  This property is funded through Sec. 42 of the IRS code known as Low-Income Housing Tax Credits.  All tenants must be certified at move in and again annually for compliance to the income guidelines.
